Can a deleted picture be recovered from here or is it gone forever once deleted?

The answer is, "it depends". If the image was hosted "off-site" (i.e. not uploaded to here directly as an attachment) then it'll exist on the other server. If the image was uploaded as an attachment, there is an off-side chance that it may have been "orphaned" and became detached from a post.
