Note that you had to go back almost a decade, and even back then, comments like that, by a relatively unknown person, in a minor position of power, still made the news. The people who think like that are the exception to the rule today, and to voice such a thing was rare enough to be newsworthy back then, and is even rarer today.

The article cited is from before the case was decided. The Supreme Court ruled in favor of the trans person in question. The decision wasn't very close (6-3) and the opinions against were focused around whether the word "sex" in a law from 1964 could possibly cover LGBT stuff and the modern ideas around all that, and that the majority opinion was the court overstepping it's authority. One dissent basically stated that the majority was the right to want to grant the protection it did, but did it the wrong way.
