Apparently USPS hasn't ruled against skirts. Just shorts. And skorts are OK.

What about skirts?

A "skort" is not a skirt... its a pair of short pants with a built in apron.

They can't tell a man he can't wear one and give a woman a pass anymore! *hehe* Not afta da what da scotus said! 8)

I have never seen skorts that long, normally they are contrived for short skirts ensuring mandatory modesty. Anyway, who is going to check if there are shorts sewn in or just underwear?

SKORT (short story with apron(s))

Early on a SKORT without a rear skirted apron was called a scooter and designed for active (female) children.
The Skort hem length is usually a bit shorter than its counterpart skirt having the modesty (shorts) panel.
Both the skort and skirt are worn by the active (female) - usually the game of tennis but also golf -
volleyball is a different league of clothing both college and beach VB.
As regards to wearing of the skort (or skirt) by the male it is the WAIST that is the determining factor in size
hips being always larger.
That waist is the natural waist about 3-4 or so inches below the navel varies with individual.
The interior shorts maybe of the compression (tight) fitting type of or a semi boxer brief.
For the male wearer who is concerned about the frontal apron being a revealing tale suggest a tartan or
multiple color block pattern or even solid black - lights whites and pastels easily show and outline this
especially if the apron is taut across the pelvis. Another thing in sitting the rear apron does not have to be
swooshed by hand like some skirts especially the pleated ones. Oh and there are pleated skorts also !

"Kilt-On" -or- as the case may be "Skirt-On" !
WHY ?
Isn't wearing a kilt enough?
Well a skirt will do in a pinch!
Make mine short and don't you dare think of pinching there !

My "natural waist" IS AT my navel. Never heard of the waist being below the navel.

If you are wearing kilts or other skirted wear and you have a mature waist that would be the navel waist.
With modern fashions the waist can be anywhere from the bottom of a bra strap (Empire waist) to something barely hanging on to the hips before London britches falling down (off).

Tennis skorts and skirts are generally worn somewhere south of the navel and north of the hips - depending - YMMV !
