There appears to be an interior designer loose around here.
First we had curtain eyelets and that fringing would normally grace a certain style of upholstery.
What next? Well I have actually seen a dress made from Wilton Carpet.
This is a similar garment and I promise the model did not appear too comfortable either.

It isn't too odd, but I find the length and composition of the fringe to be a bit weird. Without it it's 11.5" long, with 14.5" long.

Hmm! Kinda sorta looks like something girls would've worn back in the 1960's, what with all those frills. However, I'd wear it! :lol:

Frilled skirts can be good; the comfort of an 11.5" skirt with the visual modesty of a 14.5" one and a soft transition from skirt to legs.

It looks like upholstery edging that was popular around the bottoms of settees in the 1930s.  I've also seen something similar on dressing gown cord tassles.
There is no such thing as a normal person, only someone you don't know very well yet.

Yes! I was thinking the same thing. My grandma had a couch that had tassles like this.

I think they're a fashion play on mixing styles - and the looks I have seen in windows at the like last summer were all around fluted minis and tops from graphic tees to blouses and tank tops.
Very much a casual outing sort of style - kind of cutesy casual.
Most of the ideas I have seen would be best generalised as - feathered skirt, casual tee or tank (mostly worn out over the skirt waist) and quite high heels.

Ha ha - and I kinda get what you're saying - but it actually isn't really the same look...
There's no PVC/leather and the heels aren't skanky - they're classier.
