I would be fine with this as an athletic outfit !
The photo angle and pose is subjective and to what context !
But there is a factor of knowing what kind of kilt to wear and where you are wearing it or to what function.
If he was tossing the caber around - fine - but heaven horrors if he is meeting the Queen (chuckle on that one) !
With my kilt kloset I can wear something similar and I can go to the other end of the kilted spectrum with the full
(tank) Prince Charlie jacket vest tux shirt bow tie Anderson tartan kilt cable knit sox flashes suitable brogues adding
a sporran kilt belt and topping it off with matching fly plaid - that is the FULL NINE YARDS 1 more than a kilt is made of.
In between I can go as casual as I like or the situation permits.
When wearing a micro mini kilt as pictured one needs to know if he is demonstrating this under Greek Olympic protocol rules
(sans undergarments) or modern expectations of society (whatever that amounts to).
I would entertain the expectations of modern society.
I always have a clause in my clothing contract to be protectively covered - don't ask don't tell !
I have 12 inch kilts to wear over tights for running or cycling conditions which are not all that pleasant all the time
14 and 16 inch kilts for less demanding athletic needs and conversation starters
A few 19 inch kilts to pass muster at casual events
A Crail jacket and kilt for business casual
And the afore mentioned 24 inch full Anderson tank
AND in between I have dem skirts to really mix it up - what's he wearing this time ? Hint it is always comfortable and sometime controversial !

If it's a skort, then fine on a run, or at the beach, at best, highly questionable anywhere else.
If worn as a traditional kilt, way too short anywhere except a night club, and even there you are going to get molested.

Too short, don't look good. Some of mine are only 10 inches but not for going out with, I only use them in garden and you look tall where as I'm a shorty.

I am glad you decided to invest in something with more material. Before you reveal more than you intended too.
As men in in skirts we have dangly bits that we have to worry about, not showing them off. Last thing any of us in the skirting community want is to be arrested for indecent exposure. Here in the USA you might get tagged as a sexual offender and have to be registered for life. That's not a headline in the paper we want. "Man in skirt arrested for indecent exposure" talk about bad press for the skirting community, and that person.
( I heard of a man getting tagged with that just for peeing in public) seems harsh yet just the same it happened.
A lower hem line is a must.
in my humble oppinion, no one male or female should wear skirts shorter than knee length. Every inch the hem rises, the risk of showing off ones under carrage goes up. . Why be uncomfortable because you constantly fret at the thought of flashing yourself. Not very practical.
I watched a lady this summer playing a yard game. She was
in a skirt that was about 6 inches above the knee, she had to
pick the bean bags up off the ground every time it was her turn, every time you could tell she was thinking of how to squat with knees together, to pick up, and not flash the other
players. A risque game in itself.
Short skirts attract attention, both good and Bad.
Another story to tell, a 15 year old boy followed a cheerleader upstairs to the third floor of his highschool just to get a very very good look at her bum. His next class was on the first floor. I think he was late to class but didn't care, after all he had taken the scenic route.

In public if I were to wear it I'd feel better if I were wearing a pair of really short shorts under it... just in case I run afoul of the law.

Male normally the reverse of this - therefore the
question of a reverse image photo.
The bunching occurring on the left side rear is no
doubt the pleats.
There are no visible kilt pins or small waist belt
fastenings. Perhaps hidden Velcro fastening ?
Worn as a beach cover-up ?
But definitely "SHORT" but not as short as what
the beach cover-up is covering ! LOL ?

I like the skirt, but to your questions it depends where you're gonna wear it to.
The beach sounds like the place to wear it or say if you go running. I see many men running in very short shorts these days.
