pants? skirts?

Saw this photo on Flickr :

Crotchless pants? or sewn-up skirts?

I think the photographer was Latin American (Gudalajara?), and the photos were presumably take there. Certainly, we don't usually see men dressed like this -- the other photos -- in the streets of Europe.
But ... one of the comments about the skirt is : "I've often seen these clothes in countries where they wear strange gear, such as Germany, Holland, England or France. I love the red one."

Oh, so they think us strange?
