Btw, even if a long coat may look dress like, the expectation that it would be worn over trousers makes it socially acceptable. Ah, but I have the benefit of no caring what "society" expects. It just occurred to me that some of these long coats could be worn over a skirted rig. Been there...

Seb is right TM.
Ryker and Picard are wearing dress uniform top coats not skants.
I'd guess that design is based on ships officers frock coats 18th 19th century.
