I have heard women who wear uniform say they need a skirt option because they have heavy periods. I asked my wife about that and she found that unlikely. It's just an excuse because they want to enjoy a choice men don't have.

Most of the time, I wear trousers as they are convenient; I can step over things more easily, climb step ladders, sit without worrying about showing my underwear or having straighten them out - and they are warmer.
