Carl, part of the problem is that the States NEVER did shut everything down -- even in highly infected areas. Had the US and so many other places, including where I live in Costa Rica, used a 'circuit breaker' effectively in early onset, we too could have been in the ranks of NZ, AU, Vietnam, Taiwa...
