Just a guess, but what about suspenders, rather than a belt? Allow the skirt to ride just at the point where it wants to pull down, that should keep everything snuggly in place.

And it is one of a kind! Anthony, don't you think it belongs to you -- even has ties to make sure you can anchor the dangly bits so there is no undue protrusions -- codpiece and skirt combined; what will they think of next? :?
