I am thinking of another option of kilt hose and "FLASHES".
Maybe not ones cup of tea or other preferred beverage.

The elastic band if not sewn to the flashes could be used to keep the hold-ups to their function of holding something up.

I have always thought of leggings as thick tights, where the thickness gives the user the option of not wearing a skirt to cover the interesting bits. Difference between a dress donned over the head and a skirt which usually is a step in. Remember the waist of said dress/skirt has to fit somewhere around the waist and must be flexible enough to get to that point. An alternative - consider copy and paste ONLY the necessary portion - and then perhaps highlight in BOLD print.
It gets the crux of the subject matter across without a lot of further to do or fan fare.

Simply put --- "Because I can" ! Shocking statement that may or may not continue the conversation with more discussion of the serious merits of wearing the skirt. No dresses for me. That noted - I wear mostly mini kilts (14-16 inch hem length) and skirts with pleated tartan plaid patterns....
