The estimate I saw was $300 for a custom skirt. Given the cost of fabric, and the amount of time it takes to measure the person, make a pattern, buy the fabric, cut the fabric, and sew the garment, this price is very fair. The way he has styled it looks natural, silhouette is the same as the hakama. Long skirts with a slight A-line work on most men.

What would be more interesting was if the male dancers were wearing skirts - as the women in the clip demonstrate, full skirts make great visual flare.
