I'd agree with the other commenters and say that yes it is a kilt, because the construction is the same. The whole fixation on men's kilts being exactly a given length really needs to die. thoes skirts look to be of some type of wrap design, a lot like a non traditional kilt, So what's the problem(Oh wait some people cant handle something different from the norm.)
