I’m not convinced that they notice skirts. When in a skirt I don’t get so much as a sideways glance. When in a dress I get noticed more, but negative reactions are rare. People just aren’t bothered.

It’s not a new law. It is binding judicial interpretation of an existing law. It’s also simple common sense that should never have needed to have a judge anywhere near it.
