I've started biking with my wife daily and going longer distances. When we were just walking, a kilt was perfectly fine and accepted as pretty normal. Some things that have helped me: a cotton slip (vs the thin silky stuff that does not help), skorts, pleats, kilt-ish design (wrap or apron), designs that flare away from the waist, heavier material, material with irregular patterns or dark colors.

I know a proper kilt is apron in front, pleats in back but most people wouldn't know the difference between that and a kilted skirt (I think that's the right term?) with pleats all around. Very nice selection of kilts!
I've been losing a lot of weight since September and I've been sort of eyeing a few kilts from USA Kilts as a reward once my measurements settle down. Their YouTube channel is great fun and has a lot of good advice about kilt wearing that applies to skirts as well.
