Once again the 'Land of the Free' isn't all that free. I cannot believe al that Bathroom Law stuff in the US. I am told that it is not illegal for a man to use the women's toilet in the UK but if the authorities wanted to be awkward they could probably get you for 'Behaviour likely to cause a breach...

I personally would not wear something that short without opaque tights. You could try building up to it by wearing longer skirts first and then reducing the length gradually. Or you could try it first with tights. It will be fine.

On the one hand it looks like good publicity for MIS but it isn't really. The message seems to be that if you wear a skirt to school or work you will end up in the newspapers. I look forward to the day when a man in a skirt is not news, it is just a normal day.
