My kilted solution to cold temps. is to wear waist-high thick tights fitting properly which do not fall down and can come in a plethora of shades & colours, but I favour flesh coloured or dark. Socks as well if need be. I prefer shorter kilts well above the knee, so some look like minis. Example...
