Yes, I find the kilt an acceptable way of skirting in public. At the risk of upsetting the Bravehearts, I don't indulge in the full regalia all the time, and I do find it prudent to use underwear.

Regarding the name of Milton Keynes, there would appear to be a number of other settlements in the area with 'Milton' in the name. Milton Keynes just happened to be the one the government decided to develop into a 'New Town'. (It's not so new now!!).

What didn't become clear was what the current genital state of the accused, because that would have a bearing on the most appropriate accommodation. Certainly the person is of external female appearance.

At birth we are defined as male or female, depending on the external appearance of genitalia. However, I suspect we have all come across the 'delicate boy' who could easily emulate a female by adopting androgenous clothing. Your other option could be to find a leatherworker (saddler?) to make some custom expanders.
