As a design proposal, it stands up to practicality a lot more than many other 'concept designs'. In truth the only real impracticality is the colour - we all know that wearing white is an invitation for any passing dirt to leap up and stick to it!! I think what you have there would be called a pinafore dress on this side of the pond. Jumper over here tends to imply a (normally woolly) top half garment.

I presume it is a bass recorder. These are normally around 5' (1.5m) high, and are more usually of a cylindrical cross section, resembling an orchestral bassoon.
To my ears they produce a far nicer note than the more usual descant version.
