I's normal when talking about time for this special case to say "half ten" and is understood, at least where I am. . For other quarters it would be "a quarter to ten" or "a quarter past nine". I was born 1954 so sitcoms were not exactly my thing then. I also don't think it was ever shown over here but I could be wrong as it was a long time ago.

There's a young lady who comes into my store on occasion ans she wears 40s/50s dresses even to the tied headband. She really lifts my spirits every time I see her.
