Seb is right TM. Ryker and Picard are wearing dress uniform top coats not skants. I'd guess that design is based on ships officers frock coats 18th 19th century. I guess that makes sense, these being long coats, rather than dresses worn over trousers. Which makes me wonder if this is supposed to be...
