It just occurred to me that some of these long coats could be worn over a skirted rig.
Some commercially available coats may be pre-adapted for MIS.

Seb is right TM. Ryker and Picard are wearing dress uniform top coats not skants. I'd guess that design is based on ships officers frock coats 18th 19th century. I guess that makes sense, these being long coats, rather than dresses worn over trousers. Which makes me wonder if this is supposed to be...
