A man who wears a skirt is just that - as a woman who wears jeans is just that. A TV is a male crossdresser - i.e. a man who wants to present as a woman or a boy who wants to present as a girl, whether that's in public or in front of a mirror. To me, as a semanticist, the boundary is perfectly clear.

When we are talking about children, the company which seems to mean it when they say everything is gender neutral is the US firm primary.com. Some of their dresses and skirts are modeled by children who are boys.

I suspect that, if skorts are to go mainstream, it might start with boys rather than menswear. They are often marketed as "kids' skorts" rather than specifying they are for girls and they make a great compromise. I'm not holding my breath, though.
