I take back my original assessment. I think that kilt and high-heel pumps would be a fashion faux-pas. But a kilt with the right high-heel boots could look pretty awesome. Believe it or not, this could be counted as progress.

Similar statements were commonly made about women wearing slacks in the 1950's. "Hey, look at this photo of a crossdresser." Etc. And now those photos would be considered not even worth notice, let alone a comment.
