Interesting looking Skirt, figuring out how to sew that together would be a whole other project.

It's simpler than intuition would suggest. It is formed from a series of triangles which you could work out the dimensions of by projecting lines out from the center of a sphere in 'rings'.

When watching the clip, I noticed several 'stays', or stiffeners, sewn into the top layer of fabric.
These 'stays' maintain the outward flow of the skirt when raised by the wearer. These 'stays' are
what the lifting lines are attached. Maybe the 'stays' are inserted in fabric tubes in the top layer.
I didn't notice any other 'stays' in the different layers. There's about 7 layers, or so, of fabric
which are sewn together at different radii around the skirt. Each layer is a bit smaller in diameter
than the outer/top most layer. This causes the honeycomb effect.

I would not have the patience to sew this garment. I don't think there is a machine, small enough
to do this task. For me, it would take a month of Sundays to complete this skirt by hand.
