Not necessarily; my wife has two from Scotland and they have (shallow) pleats at the back and aprons in front.
By the apron problem, do you mean they restrict movement since the two aprons will not always slide smoothely one on the other (which does not matter on a short kilt). I did not notice that, and ladies often wear them for Scottish country dancing, where one needs to make longish strides.
I had one myself, but decided to have it shortened above the knee into a lightweight summer kilt.

Yes, unless the fabric is rather smooth (or somehow lined), I would imagine there would be quite a bit of friction between the inner and outer aprons on a very long wool kilt and this would tend to impede free motion. I would suspect that pleats all the way 'round, perhaps reasonably shallow, would work better than the classic "wrap". (Note: This is supposition baed on the tactile qualities of the wool fabrics I've been exposed to in the past.)

I have a women's kilt-skirt that was 36" but I had it shortened to 24". (see my post http://www.skirtcafe.org/forums/viewforum.php?f=2)

They're beautiful... I want one of the mid-length kilted skirts! But it's a bit intimidating to have to choose one of 48,440 fabric choices. Especially for someone with very little Scottish blood...

A daunting task indeed!
They make it easier for you, when you look into the details, since only the most popular tartans really cost the price they propose. The rest have to me woven "just for you" and the premium is steep enough to put them beyond my reach.
This would be true anywhere not just the Scotweb shops.

i am similar to that in that I mostly prefer minskirts,and all four skirts I presently own are minis. I find the longer below the knee skirts sort of drag, and don't look or feel as good to wear.

Eleven inches is comfortable. Your panty has to provide a necessary barrier when your skirt is that short. Preferably it should be color coordinated to the skirt.

All my skirts are around ankle length. I like the feel of long skirts round my legs and I don't consider my legs would look good in a shorter skirt.

Better to have the matching panty attached to the skirt like a SKORT then any sort of movement and you are adequately covered.
But even 11 inches is really drawing the line even for the slim athletic male frame.
I wear skorts with a hem length/line starting at 14 inches and have had no problems but caution about reaching; stretching; squatting to extremes
long enough for your fashionable ensemble to unravel and reveal a bit too much. A quick flick on the tennis court that is fine but when maybe grocery
shopping and needing to get something off the top or bottom shelf maybe the undoing. I am careful not to shop in prime time and have the people of
Wal*Mart follow me around for a photo-op ! LOL

The weather extremes of the upper midwest USA region are about to change my wardrobe - tights or leggins under a short mini-skirt will now come into vogue.

I have skirts between 11 and 24 inches in length but have just bought 3 long gypsy type long skirts off ebay for winter use. I must admit that the really short skirts will probably ONLY get worn around the house! Mind you ALL my skirts are only worn around the house at the moment because of wifely disapproval.

I prefer knee length, but have everything ankle length to mid thigh.

Isn't this one of the best things about skirts - so many length variations?

Yupp !
Everything from Micro Mini skirts (10 inches - anything less is just a cumberbum or a belt of sorts !)
to ankle dust/dirt draggers.
"Something for everyone a comedy tonight" !
Weather in your hemisphere will certainly dictate what is cool and fashionable or warm and functional.
But do wear your unbifurcated clothing - the skirted movement is a terrible thing to waste wearing only in the closet !
