Ooo-err! I was out on my bike this afternoon with, er , the same arrangement as those gentlemen. It's more comfortable that way, you see? And I had been given the difficult task of buying some dill while I was out. So I went into a supermarket, not caring what people thought of my attire. (I am of course well practised in that.) But thanks to the rather chilly weather, I had three layers on underneath, so I reckon I was considerably less explicit than them. I certainly didn't notice any looks of shock on the faces of my fellow shoppers. But I'm good at that too, I suppose. Not noticing, I mean.

Even with one layer beneath I would expect the details to be obscured enough for decency...unless you are QUITE the example of manhood!

I was asking because you're not supposed to wear
anything under the shorts. Over is
acceptable, if the seams are smooth or flat enough. Bike shorts are not so much about padding, as they are about chaffing. Wearing anything under them ruins that aspect of how they are supposed to help.

I guess I'm just not as hip as you guys as I choose bike shorts with a closed-cell chamois. I find the fabric chamois' turn into diapers after an hour or so. I also wear a spandex or nylon/poly underlayer which doesn't absorb sweat. I have a bulge but not visible details, which I don't want, and IMHO, would be just sort of gross. I have never encountered chafing in this manner, although I don't ride Centuries any more.

I generally don't wear anything under my cycling shorts. But when it's cold, tights go on first. Probably not what a true pro would wear, but when you already have them in the drawer, why splash out on expensive kit? I'm new to this cycling lark - hillwalking is more my thing tbh - and I have learned that cycling gear can empty your bank account PDQ.

It's been quite a few years since I did any cycling but when it was cold, I always put the shorts on first and then the tights. That way, if the day warmed up, I could peel the tights back off.
Those were cycling shorts, though, made with the same sort of fabric as the shorts. If you're talking about ordinary day tights, that's different.

Recently I saw a photo of a good-looking young man in a beautiful, slinky gown that showed off his genitalia in all its glory. Totally ruined the effect.
I passed on a couple of GREAT, tight sweater dresses for exactly that reason. Broke my heart. But I would never have worn them in public so what would have been the point.
I find that choosing the right cut (flared or full) eliminates the bulge problem or fabric (heavier or lined) usually does the trick.
What also helps a great deal is control top pantyhose. (Leggs Silken Mist offers a shaper top for even more control, but I find that I snag them just in the process of putting them on.) (Btw, support hose are VERY durable.)
Half slips also help. (I recently bought a plain, reversible full slip by Vanity Fair. It's available both on-line and at JC Penney's bricks and mortar stores.)
For my tastes, I don't want to offend anyone with my genital bulges so I work at making sure they don't show. But, as I told the woman singing next to me at my church choir's Christmas concert in a discussion of what someone else was wearing, "I don't feel I'm in a position to judge anyone else's attire!"*
*She not only fell off her high horse laughing, she later complimented me on how nicely my jewelry (all of it men's btw) accessorized my outfit (bright red, ribbed turtleneck sweater and full-length, tight, black [heavy] satin skirt).

Nothing wrong with a mere bulge; that's just the way men are built. But clothing that reveals the outline of the glans? That's just porn...

I tried it. It is uncomfortable. That's for those seeking to look feminine.
For me a major attraction of a skirt is the free flow of air around that bodily part we seem to call Willy on this page.

This is all a matter of personal choice.
If you are comfortable with a "look", go with it, if not, do not.
Personally, I like the "flat" silhouette, how I achieve it is my business.
However, discomfort in clothing is not in my vocabulary.
It it were, why would I just not wear trousers?

I have read one can simply wear a girdle. That would surely inhibit the male bulge without the discomfort of tucking the male member.

If tucking is too uncomfortable, decent knickers will take care of it, tummy control ones are quite comfortable but also the shorter the willy, the more difficult it is to tuck, ironically... Sloggi briefs help me out in this department, lace ones for the summer for, ahem, circulation in summer.
I usually wear looser skirts in summer like a skater dress or pleated skirt. Pencil skirts keep you warm in winter, with decent tights. In some stores (transformation.co.uk) you can buy special underwear for that purpose of a smoother look to the front of the skirt. Not my cup of tea, why spend a fortune on underwear when you can buy cheap on ebay? I am not too bothered about the bulge, and the underwear naturally goes with a skirt, so if anyone tries to look up your skirt, at least you are decent.
