If I remember correctly from my dissolute younger days, that magazine would feature the young lady inside minus her kilt - and everything else
Must admit, my eye was drawn to her rather than him.
The price shown is 3/6 (three shillings and sixpence) which dates it pre-1971 when the UK currency went decimal.

It was a windy day, pushing his pleats in onto his legs and denting the front apron on hers. I think the photographer could have chosen a location sheltered from the wind.
At that time 'Men Only' didn't feature the soft porn pics it got into later on...trying to compete with Playboy, no doubt.

I have a feeling that for the average Scot the kilt is just another skirt and should not be worn by men -- except on Burns' night, of course!

But I think utility/modern kilts occupy more of a middle point between women's skirts and men's pants, because they combine elements from each.
So if utility kilts become more common and accepted, we're halfway home in getting skirts of all types accepted.
Courage, conviction, nerve, verve, dash, panache, guts, nuts, balls, gall, élan, stones, whatever. Get some and get skirted.

Traditional kilts may be seen as legitimate menswear, so perhaps some of that legitimacy has been extended to nontraditional kilts. (That is, garments that were inspired by traditional kilts). That doesn't necessarily mean that other garments will be regarded as legitimate.

Sure it's a skirt in the sense that it's one tube but tell that to some wearers, you'd be lucky to escape with complete dentistry.
The Utilikilt and others are broadly accepted because they follow the same basic pattern.
Oddly, I have found that my "nukilt" has never been questioned as being anything other than a kilt which I find surprising. Especially when I wear it without a sporran and teamed with tights.
Maybe, just maybe, the non-traditional kilt designs have made this possible, no idea really. As for legitimacy, no, lack of reaction does not make it so.
At the moment, I'm not really caring about a bigger picture just happy to be doing my skirted thing as and when I choose.
