Absolutely Grok, there are limitations and harsh penalties in many countries for crossing gender boundaries in one's attire.
Look at the ongoing kilt/skirt thing, we treat it with a degree of humour, but to many it is very serious indeed.
I'd never dream of suggesting to an Arab man that his thobe is a dress, which semantically it is.
Equally, he could be running a great risk by donning a jilbab or chaldor.
Even in the west, there are areas where wearing a skirt as a guy is legal but still unadvisable.
