Too short?
Well, I feel that the shortest for "streetwear" for either a male or a female, is just long enough to keep a secret: Do you or do you not have pants under? If the secret is exposed, the hem is too short.
For a male, it is about knee length and for a female it might be a bit shorter. For some special occasions, this length might be different.

I wouldn't have described your figure as you do but self deprecation is generally a harmless pursuit. I too have a bit of a pot belly despite an active lifestyle and healthy eating. I am taking up cycling again as there is not always enough water for paddling the canoe. What else can we do?

In the few pictures we've seen, I suspect the acceptable/comfortable length is also a factor of where one wears it -- high, waist, hip.... it can make quite a difference on various body shapes.

Well, you forgot the secret from the quote "Do you or do you not have pants under".
If a male bends over in a skirt shorter than knee-length and you see nothing, his secret is exposed; he wears pants (underwear) underneath the skirt.
So, what is the big secret?

I prefer longer skirts because they are more comfortable in all conditions.

me personally? no shorter than fingertips, unless it's sweltering hot, then anything goes that covers the underwear.

Designations for different skirt lengths that I have seen listed; from shorter to longer:
1. Micro mini. Just covers crotch/butt. (If standing up right).
2. Mini. Sometimes described as a length reaching mid-thigh. Or reaching half way down to the knees.
3. Above the knee. More specifically, above the knee but longer than a mini-skirt.
Am example of Micro would be a ballerina's Tutu.

I like the length between just above the knee up to around the fingertips, which usually means no shorter than about 15-16" in practical terms. My wife bought me a few cover up skirts to wear around the pool which are much much shorter (maybe 12") but I don't wear those out in public.
The last time I was at the theme parks in the fall, many younger women were wearing very short skorts, to the point where the shorts were usually visible and not much below the cheeks were covered. I suppose the skirt is supposed to make the tiny tight shorts more modest or something.

As a guy I didn't mind the view at all, but I wouldn't wear it myself.

It all depends on body shape really. The best silhouette requires a miniskirt to stop at the widest part of the thigh, which is highly variable. I like my miniskirts to be pretty short and low waist, otherwise I don't think they look quite right.
Shortest skirt I've worn out is this one from Monki (my new favourite shop!), with tights and heeled knee boots to Smokestak in Shoreditch recently -

It's definitely on the small side but I've just got the tape measure out and it's 11 inches long, which is tinier than I thought! *I* think it gives a really good 60s vibe, but it might explain a couple of the looks I got on the tube

I've got a couple of blue jean skirts, worn at the male waist, that measure 13 inches. I believe that's about 33cm. I tend to wear a lot of kilt type skirts thus the 18 to 20 in my screen name. Most of my non kilt style skirts would be in the 16 inch range.
I don't wear any skirts below the knee. I have learned to squat bending the knees. bending over at the waist is a definite no, no.
