Is it a Dress or a sort of Tunic - with a belt I would say Tunic ?

Looking back at the picture i can see why you say it looks like a tunic with a belt, although there are no loops. I would say that it is actually a dress, partly because the material is stretchy and tight fighting round the waist and thighs. It's certainly not like any tunics I own. Both for style and practicality I frequently wear an elasticated waist belt, as that one is.
