Because we wouldn't necessarily. There are plenty of folks who would just as soon follow the crops through planting season, go back to the country they came from, harvest and go home for the Winter. Some do that, but they risk getting caught each time they cross the border.

The H2A program already does that, but as far as I understand, offers no weight to applying for permanent residency; my concept is a monitored program that could offer a benefit to a residency application, if the individual lived and worked without legal issues or conflicts, and allow temporary year-around residency if he/she did not want to leave annually, as H2A workers are required to do. This would apply to all sorts of immigrant skills and possible work, not just farm workers. There may still be some sort of lottery, but weighted in favor of those who have favorable review under a GWP.

Obviously, it isn't a cure-all; illegal entry and residence are still possible, but it does find workers for the places they are needed, and gets some, if not most, undocumented workers out of the shadows. But really, none of this discussion matters; it's all just pie-in-the-sky ramblings since neither of us have any actual ability to influence the discussion; it will be fought between politicians racing to the polar extremes on the issue.
