Came across this article. The comments by the author are quite interesting.

First its I dont like skirts on men and further down it is...I appreciate the look "look masculine and cool."Looks like we may slowly be making headway :D

I wish journalists would get their ideas clear in their own heads before committing them to the written page.
Does she approve of skirts or not?

I'd say that is a generally positive article. The author says she quite likes the look, but clearly finds it a little disconcerting and hence confusing. That's hardly surprising; all her life she's been told that men wear trousers (or maybe shorts) so a skirt is a bit of a surprise and may take a little while to get used to. There was no suggestion of disapproval in the item.
