A favorite example is Esperanto. Many moons ago, artificial languages were in vogue. The idea was that an artificial language would be neutral, and thus suitable as a lingua franca.

Okay, why do people still speak Esperanto?

I once came across a comment-that the Esperanto group created their own Esperanto culture.
