Well it's simple, it is a `No pants day, with the idea in mind that people would not wear outer clothing, but only their underwear. At least underpants. It is not an "alternative to pants day." I would say respect that day for what it is.
Better for skirt wearers is still a men in skirt day. (and possibly for women participents, but only skirted and wearing the text )
The whole Idea of a special day for something is to concentrate on that very thing. So a skirted man day, with possibly all men skirted with a shirt with that text on it would give a strong message.
But if men want to wear skirts on that day there is no reason not to, only who will see that you are wearing a skirt with the intention to relate it to the no pants day, unless you have that printed on your shirt. In essence I think a no pants day is for both sekses, and would suggest that those who would move around in their underpants would be taking part in the no pants day. But if you are the only one on the subway, and nobody can see why you are doing so, the whole idea is lost and it might even be unpleasant. The rules apparently also exclude other outer garments such a skirts so I see no advantage of wearing skirts on that day only. I would say wear skirts everyday.
A man is the same man in a pair of pants or a skirt. It is only the way people look at him that makes the difference.
