I used to be the same as you - indeed for many years I couldn't do it either. It just took time and getting those outside trips closer and closer to home until you think why should I put on trousers for that last portion of my trip. I still do put on trousers/shorts when MOH is home but wheh the cats away...
Certainly the first time out the front door is trepidatious - herat rate up, sweaty palms etc but it is just the same as further afield. No real problem.
Tonight for instance, being alone, I will be going to the local shops in my black faux-leather miniskirt and a t-shirt. Some folks may look but so long as you are confident (or at least appear to be!), there will be no issues. The local police will not take any action against you - more likely they will against your neighbour for wasting their time!

I don't fear her, I just can't stand seeing the stupid woman. This may be a golden opportunity for YOU.
Let me explain: Way back, before I retired, I worked across from a person
who had a negative attitude towards everyone she talked to. I soon noticed
HER attitude was rubbing off onto me. I said to myself, this is WRONG!
So I made a concious effort to putforth a positive attitude in what ever I was
saying to my phone customer(floor agents). It took about 2 months but I
finally noticed a change in her attitude. The negativity was gone. She became
more 'up-beat' and happier with herself, co-workers & her phone customers.
Your 'witch-neighbor' actually may be a very lonely person who, deep inside,
has a great spirit & heart. That spirit needs to be released. You could be the
'can-opener' to release her from her negativity, just by being willing to get to
know her. A friendly smile, wave of the hand, may be the catalyst to get a
friendship/better understanding of her & why she is the way she is.
Take the first step, offer her a bit of produce/flowers from your garden.
Even in thinning your flowers that have become abundant, a start or two
offered to her would be a good 'ice-breaker' towards a better understanding
between you & her.
