Agreed, and the pictured trouser / panel arrangement has the benefit of looking fairly skirt like from behind too.

Noticed a YouTube video, "Cameleon Green Wear Garment". It shows a man demonstrating (on himself) the skirt mode.

For those with more sewing skills than I, it looks like pinterest offers a pattern.
