Sewn down pleats can indeed curl up because of the thread shrinking. Most casual kilts have sewn creases, and they tend to curl a bit. But casual kilts get so easily wrinkled that you never notice the curling of the pleats.

The problem with the "Health" argument is that apart from a very few skirters and kilters, all men wear trousers, and do not suffer health or reproductive problems.
