This may not be a case of sex discrimination if a "binwoman" would be required to wear trousers as well (since it looks like the rule is in place for safety reasons - and not sex/gender norms as is often the case).

At least in the US, speaking from a legal perspective, if males wearing dresses would normally be against workplace/school/etc. policy, it looks like one would have grounds for a medical accommodation here. @Layne - I do (mostly) agree with your point about employers - but only when the same standards apply to everyone (subject to reasonable accommodations for religion/disability/etc.).
